This pillar assesses the legal foundation of the enterprise, ensuring proper registration, licensing, and ownership structure are in place and compliant with UAE regulations.

Valid UAE trade license with appropriate activity codes
Current commercial registration certificate
Clear ownership structure documentation
Memorandum of Association (MOA) or partnership agreement where applicable
Authorized signatory identity verifiable (controlled signatory ID — not all shareholder IDs required)
This pillar evaluates the enterprise's financial management practices, including record-keeping quality, accounting compliance, and the presence of appropriate financial controls.

Maintained financial records for minimum 12 months
Adherence to recognized accounting standards
Evidence of regular financial reconciliation
Bank account documentation and statements
Tax compliance evidence (VAT registration only when VAT registered)
Clear separation of business and personal finances
This pillar examines the fundamental business operations, assessing whether the enterprise demonstrates a viable and sustainable business model with clear revenue generation.
